Short answer: the ROM stores 47 fixed encounters -- 28 that stand in the world as one-per-save fights, 16 gift Pokémon, and 3 eggs. Levels run from 5 to 70. One legendary is the exception: Raikou roams the region and turns up as a wild encounter while you travel, so it has no row in the table below. Everything else here is a spot you walk or fly to.

The six names people search for are here, and none of them are hidden behind a post-game flag you would not reach:

Route order is the game's own location order, so this table doubles as a progress check: everything above a given row is content you have already walked past.

The roaming Raikou

Raikou is in Ghost Grey, but not at a fixed spot. It is level 25, and it walks a fixed pool of 24 areas: Routes 1-9, 12-15, 17-23 and 25, plus Jaspar Town, Pumkin Patch and Amethyst Lane. Step onto whichever of those it is standing on and the encounter can roll as you walk -- one player met it in Jaspar Town's desert, with the music changing before the battle.

  • You do not pick the route. It walks; you meet it wherever it happens to be.
  • It flees. One turn, then it is gone unless you trap it -- Mean Look or a trapping ability is what turns a random meeting into a catchable one.
  • Damage and status carry over between meetings, so wearing it down across several encounters works. Slow, not broken.
  • Balls matter. It breaks out of ordinary Poké Balls even at low HP; the game's four Master Balls are listed in the item guide.

Ghost Grey does not keep vanilla's starter split. The ROM's roamer routine was rewritten so that every starter gets Raikou -- the Entei and Suicune branches were both pointed at Raikou's species id -- and the level was cut from vanilla's 50 to 25. Your starter is not why you are seeing it; Raikou is simply the only roamer in the game.

What about Entei and Suicune? As far as the ROM's data goes they are not obtainable: no roamer branch, no wild slot, no gift, static or trade row points at either of them. They exist as species, but nothing in the game hands you one.

What "static" means here, and what it does not

  • A static encounter is a Pokémon placed in the world. It does not respawn, and after you knock it out it is gone for that save. Save before you engage.
  • A gift is handed to you by an NPC or a machine, usually with no battle at all -- which is why 16 of these sit at low levels in towns you visit early.
  • The eggs are three, and they are in places you would not expect an egg: Fuchsia City, Parts Unknown, The Abyss.

What this page does not tell you is which of the 28 statics are legendary in the classic sense. The ROM's data records species, level and location, not rarity class, and we are not going to guess: a route's one-off encounter and Giratina are stored in exactly the same shape. What we can say is that 6 of them are the names you came here for, and the rest are one-shot encounters worth a save.

If you want to know what a given species does in battle, follow its name; every link above goes to its page.

How this page was built

Every row is generated from Ghost Grey v1.0.4's own static encounter table and location data. The roaming Raikou is not one of those rows -- roamers are neither wild slots nor placed objects -- so it comes from the ROM's own roamer routine instead: the map pool at 0x8466C58 and the create-roamer code at 0x8141C94, both read directly out of the v1.0.4 image. Nothing is transcribed from a wiki or a video, and nothing is inferred: if a species appears here, the ROM places it at that level in that spot.
