Said to rest quietly in an undiscovered cave, this Pokémon was created solely for battling. Mewtwo is in Cerulean Cave B1F at Level 80 - the highest level legendary encounter. You need to beat the Elite Four to access the cave. Bring your best team because Level 80 is no joke to catch. Mewtwo has absurd stats. High Special Attack and also a high Speed means it can out speed a lot of Pokemon and then also one-shots most things with Psychic and its other moves. You can also use the Armor Suit item to transform it into Armored Mewtwo. That swaps some offensive stats for defensive ones and adds Steel typing! Both forms are banned from Battle Tower BUT if you just want to steamroll everything, Mewtwo is the way to go. Remember, every Legendary will have 3 perfect IVs when caught.
