Thunder Pokémon
This rough Pokémon stores energy inside its body, then sweeps across the land, shooting off electricity. Raikou is a roamer, so catching it is the annoying part. It starts at Level 40 after you release it from Burned Tower. Personally, I'd grab a Wigglytuff with Soundproof and then Mean Look. You can also just weaken it over multiple encounters since damage carries over, or even try a Quick Ball! Once you have it, Raikou is a straightforward special sweeper. High Speed and Special Attack means it outruns most things and hits with Thunderbolt. Shadow Ball gets you coverage against Psychic and Ghost types and Calm Mind if you want to set up, but honestly its already fast enough to just attack. Remember, every Legendary will have 3 perfect IVs when caught.
