It has an incredible ability to calm raging storms. It is said that Lugia appears when storms start. Lugia requires the Silver Wing, which you get from beating Lawrence after catching all three Kanto birds. Then head to the Whirl Islands - Lugia is at Level 75 in the bottom chamber. Its post-game content. Lugia is a very strong Pokémon! Multiscale halves damage when you're at full HP, and with Recover you can keep resetting that. Aeroblast is a main STAB with high crit chance. Psychic or Extrasensory for secondary coverage. Calm Mind if you want to go offensive, but honestly Lugia is better as a defensive pivot. Just know its banned from Battle Tower. One of the bulkier Pokemon in the game. Remember, every Legendary will have 3 perfect IVs when caught.
