You can catch Pidgeotto common in Route 1 in the morning and day-time, and common in Route 2 North in the morning and day-time, among 16 other areas. Pidgeotto can also be found in a hidden grotto in Lake Of Rage. Wild ones range from level 15 to 58, unless in a badge-dependent area.
