Blackthorn City is basically the final stop in Johto. You can get a Dratini in the Dragon's Den to the north and to the south you can head back towards home, and honestly I spend time training here before facing Blackthorn Gym. Don't forget an Ice or Fairy type! You can also find the Move Deleter here, too.
