Boost Pikachu's Attack and Sp.Atk.
So this doubles both of Pikachu's attacking stats. Without it, Pikachu's base stats are honestly are just really weak and harder to justify using. With it, the little one actually threatens things until you evolve it.
Wild Pikachu sometimes hold these so you might need to catch a few. Only works on Pikachu - not Pichu, not Raichu. If you're committed to using Pikachu this is non-negotiable, just know you're still going down to basically anything that hits you.
