Larvitar can be found in Silver Cave Lower Mountain Side (very rare), in Silver Cave Room1 (very rare), and in Silver Cave Room2 (very rare) in the morning and day-time, among four other areas. Wild ones range from level 17 to 30. You can also receive one as a gift in Celadon Game Corner Prize Room at level 40.
