Power Bracer is part of the Power item set used for EV training. When your Pokémon defeats an opponent while holding this item, all party members that gain EVs (including Exp. Share holders) receive an extra +8 Attack EVs.
Speed reduction applies during battle while held, but not permanently. Important: The bonus only applies if the holder is the one that defeats the opponent—switching to a different Pokémon loses the bonus. See the IVs & EVs Guide for more details.
