Modern Emerald Legendary Pokemon: Every Location and Unlock Condition
Generated
Last updated: September 27, 2026
Modern Emerald turns the postgame into a legendary chain: each bird trio member unlocks only after you catch Lugia, each beast after Ho-Oh, and the two big hitters behind Mew and Lugia. Most of it is genuinely postgame — after the credits, and after the Battle Frontier opens.
The quick version:
- The Regi trio is normal story content (level 40, their usual caves), and the hack adds Regidrago and Regieleki on Route 132 North and Route 110 East.
- Rayquaza is level 70 on Easy and Normal and level 50 on Hard mode — the difficulty setting changes the encounter itself.
- Four ticket legendaries come from the Battle Frontier Reward Shop: Old Sea Map (Mew), Mystic Ticket (Ho-Oh and Lugia), Eon Ticket (Lati@s) and Aurora Ticket (Deoxys).

Worth knowing before you start
- Hard mode lowers Rayquaza to level 50 and boosts legendary stats during the fight, so the Hard mode encounter is a different proposition even before the level difference.
- Extra Legendaries needs to be enabled at the start of the game. If it is off, the birds, beasts, Regidrago and Regieleki are not there — the Kanto fossils in Mewtwo's cave are tied to it too.
- "Legendary abilities" is a separate option that replaces Pressure with something better on some legendaries. Turning it on makes the fights harder, not easier.
- Legendaries differ between this hack and Emerald Legacy: Modern Emerald keeps the vanilla-level encounter style where EL reset levels.
Locations and unlock conditions from the official Modern Emerald documentation; level 50 Hard mode Rayquaza and the legendary stat boost from the hack's Hard mode notes. Encounter levels cross-checked against the extracted static encounter data.
