The League runs the vanilla order: Sidney, Phoebe, Glacia, Drake, then Wallace as Champion. Levels are close to the originals — Sidney starts in the mid-40s and Wallace's Milotic sits at 58 — but the teams and movesets have been rebuilt.

Counters that work

  • Sidney (Dark) — Fighting and Bug. His Shiftry and Cacturne are Grass/Dark, so Fire and Bug both land.
  • Phoebe (Ghost) — Dark and Ghost. Watch for her Ghost types carrying coverage for Dark answers.
  • Glacia (Ice) — Fighting, Fire, Rock, Steel. Her two Glalie and the Walrein are the walls.
  • Drake (Dragon) — Ice Beam solves him, and so does a fast Dragon of your own. His Salamence and Flygon are the threats.
  • Wallace (Water) — Electric and Grass, and remember rain is up (his Kingdra has Drizzle), so Water moves hit harder and Fire moves are halved.

The rematch

The Elite Four can be rematched after battling Steven, and you choose single or double battles. Clearing the Elite Four rematch then opens a rematch with Steven himself, whose team runs at level 85–88 with Metagross at 88 — this is the hardest fight in the game and it comes with a unique prize.

Teams read from the extracted game data (gym-leaders.json), which covers the Elite Four and both champions. Rematch structure from the official Modern Emerald documentation.
