Look for Misdreavus very common in Silver Cave Summit Outside in the night, common in Embedded Tower, and common in Silver Cave Item Rooms in the night, among eight other areas. Wild ones range from level 12 to 76. During swarms, you can also find it in Burned Tower 1F.
