Emerald Legacy keeps the standard 50 TMs and 8 HMs, and the important structural fact is that most TMs are purchasable -- the Battle Frontier Mart and the Lilycove Department Store cover a big slice of the list, so you're rarely locked out of a move by a missed item ball. The HMs are all story gifts, handed over at fixed points, and you'll collect all eight just by playing.
