Feebas & Milotic in Emerald Legacy: How to Find Feebas and Evolve It

Where Feebas is in Emerald Legacy, how the six-tile mechanic works, and what it takes to evolve one into Milotic -- Beauty 170, or the free Milotic in the Contest Lobby.

Feebas is the most annoying Pokemon in Hoenn, and Emerald Legacy keeps it that way: six specific water tiles on Route 119 hold Feebas, and nowhere else in the region does. Everything else about the hunt is standard Emerald -- the tiles reroll whenever the trendy phrase changes in Dewford Town, and a Feebas on your tile shows up about 50% of the time.

Worth knowing before you start: the extracted encounter tables contain no Feebas at all, which isn't a bug. It's not a normal rod encounter in any location -- it sits on those six tiles as a special case, so no route list will ever show it.

Finding it

  1. Go to Route 119, the river between the Weather Institute and Fortree City.
  2. Fish the widest, most open pool -- the area just over the bridge from the Weather Institute has the most accessible tiles.
  3. Zigzag along the water, starting from the base of the waterfall, fishing two or three times per tile. With a 50% appearance rate on the right tile, that's usually enough to confirm or rule one out. You can use any rod.
  4. If you sweep every tile and find nothing, either start again or change the trendy phrase in Dewford Town -- which rerolls the six tiles and means a long walk back.

Lead with Suction Cups or Sticky Hold. In Emerald those abilities improve your fishing odds when the Pokemon with them is first in your party, and it noticeably shortens the search. Cradily has Suction Cups; the Grimer and Gulpin lines have Sticky Hold.

Aim for a nature that helps the evolution. Rash, Quiet, Modest or Mild make the Beauty-raising Pokeblocks more effective, so those are the Feebas worth keeping. If you'd rather not reroll natures on Route 119, catch a female and breed for it later -- see the breeding guide.

Evolving Feebas into Milotic

Beauty 170. That's the whole requirement, and it's confirmed in the ROM's own evolution data -- Feebas is the only species in the game whose evolution runs off a contest stat. Beauty comes from Pokeblocks, which are best blended in Lilycove City, and the process takes real berry work.

If all you want is a Milotic on the team, there's a shortcut: the Lilycove Contest Lobby hands out a level 50 Milotic along with Slaking, Delcatty, Gardevoir and Aggron. That's a Milotic's worth of dex slot and a usable water-type for the price of a walk -- see gift Pokemon. Evolving your own Feebas is for the people who want the trophy.

What this page can't tell you

The six tiles aren't in the ROM data, so this is the standard Emerald mechanic plus the run-guide route: the tile positions are random per save and reroll with the trendy phrase, so nobody can hand you a map. Community tile calculators exist that work from your save's trendy phrase if you'd rather not sweep the whole river by hand.

Where these numbers come from: Emerald Legacy's evolution data for the Beauty 170 requirement (verified) and the static-Pokemon manifest for the free Milotic; the Route 119 tile mechanic is credited to Mewlax's Professor Oak Challenge run, which is the same as vanilla Emerald's.
