Elite Four
Every Elite Four member and the Champion, with the team each one battles with.
Emerald Legacy's Pokémon League runs Sidney, Phoebe, Glacia, and Drake, then Champion Steven. The team tables below are copied from the extracted Emerald Legacy leader data rather than assumed from vanilla Emerald.
Quick answer: the League order is Sidney (Dark, highest level 53), Phoebe (Ghost, 54), Glacia (Ice, 55), Drake (Dragon, 56), and Champion Steven (Steel, 58). The hardest single Pokémon in the League is Steven's level 58 Metagross.
Sidney — Elite Four
| Pokémon | Level |
|---|---|
Mightyena | 51 |
Murkrow | 51 |
Shiftry | 52 |
Crawdaunt | 52 |
Absol | 53 |
Bring Fighting coverage for the Dark-heavy roster and avoid assuming every target is purely physical. Shiftry and Crawdaunt give the team Grass/Water counterplay, so keep a broad answer rather than one Fighting attacker.
Phoebe — Elite Four
| Pokémon | Level |
|---|---|
Sableye | 52 |
Banette | 53 |
Ninetales | 52 |
Medicham | 52 |
Dusclops | 54 |
Phoebe mixes Ghost threats with Ninetales and Medicham. Use Dark or Ghost pressure where it is safe, but plan separately for Medicham and do not treat the entire roster as one type matchup.
Glacia — Elite Four
| Pokémon | Level |
|---|---|
Glalie | 54 |
Sneasel | 53 |
Castform | 53 |
Piloswine | 54 |
Walrein | 55 |
Fighting and Rock coverage help against the Ice core, while Piloswine's Ground typing and Castform's move coverage deserve separate answers. Walrein is the level high point of the fight at 55.
Drake — Elite Four
| Pokémon | Level |
|---|---|
Flygon | 54 |
Altaria | 55 |
Huntail | 53 |
Kingdra | 55 |
Salamence | 56 |
Ice coverage is valuable against the Dragon roster, but Huntail and Kingdra are not Dragon/Flying targets. Keep Electric or Grass coverage available for Huntail and a reliable way to survive the level 56 Salamence.
Steven — Champion
| Pokémon | Level |
|---|---|
Skarmory | 57 |
Claydol | 56 |
Aggron | 56 |
Cradily | 57 |
Armaldo | 57 |
Metagross | 58 |
Steven's team is the strongest verified roster in the file, topping out at level 58 Metagross. Fire and Ground coverage are useful across the Steel core, but Claydol, Cradily, and Armaldo prevent a one-button plan. Bring answers for Psychic, Rock, Bug, and Steel matchups and save your most reliable Metagross check for last.
Level caps for the League
The extracted trainer data verifies each member's highest Pokémon level, which is the safest cap guidance currently supported by the repository:
- Sidney 53; Phoebe 54; Glacia 55; Drake 56; Steven 58.
A separate enforced Emerald Legacy level cap was not present in the extracted gym-leader data. Treat these values as opponent-level checkpoints, not a claim that the game prevents Pokémon from exceeding them.

Data note for reviewers
This page is built from the generated Emerald Legacy files under apps/polishedcrystal/public/games/emeraldlegacy/api/, especially gym-leaders.json. Sidney, Phoebe, Glacia and Drake are classed Elite Four in the trainer data and Steven is classed Champion; the four are rendered through <EliteFourDisplay /> in artifact order.
